Introduction to the Circular Economy Observatory (CEO), an initiative led by ARCES within the framework of CiD project.
CiD is an Innovation Ecosystem that brings together relevant actors from universities, research institutes, vocational education and training providers, enterprises, civil society organisations, international organisations, and business incubators. https://www.cid-innovationalliance.eu/alliance
The project (CEO) stems from a multidisciplinary approach and addresses the gap in skills and knowledge in the fields of architecture, urban design, and product/service design, offering a radically new model on how to link design to circularity and urban transformation.
There are numerous benefits to joining the Observatory, including the following:
- Join a network of over 20 European partners who propose and present projects and opportunities in the circular economy sector;
- Receive support from ARCES and the PPs for initiatives and projects at the local, regional, national, and international levels, both educational and beyond;
- Receive certificates of participation for all CiD project events;
- Participate in the project’s events both online and in person;
- Join a LinkedIn group reserved for the project’s stakeholders, designed to connect forward-thinking individuals and organizations driving progress in Circularity, Bio-Based Innovation, and Urban Transformation;
- Receive learning materials at scientific levels from CiD partners on the project topics

Of potential interest: Circular Design Vilnius In March 2026.
Worth noting as Vilnius was recently noted as one of the cities with the bigger gains in places (+13) in the 2025 IMD Smart City Index link: https://www.imd.org/smart-city-observatory/home/
You can read more about the projects of Vilnius here https://mayorsofeurope.eu/news/from-index-to-insights-uncovering-vilnius-urban-transformation/ in an article published by the Mayors of Europe.
Among the projects they are running are activities where the city will test citizen-generated ideas through pilot projects and tactical urbanism, real-life interventions developed with local communities. As an example Vilnius is pioneering a new standard in urban planning by transforming its General Plan into a dynamic, digital ecosystem. The city’s platform, 3D.vilnius.lt, offers a living digital twin where planners and citizens alike can simulate, test, and visualize future scenarios.
